Today, ATSC can be (and is, in various parts of the country) on any legal
TV channel (2-69, with various gaps, like the one for radio astronomy).
When analog is shut off, all OTA TV channels will be between 2 and 50 (and
will be, of course, digital).
Now, it's *likely* that 2-6 won't be used as much as today as they aren't
as good at digital in any place but flat open country, but some will still
choose them. Channels 7-13 are the big winners, though, because they
use a lot less transmitter power, can be picked up by any decent "UHF-only"
antenna (even though the channels are VHF), and are still the lower
channel numbers that stations covet.
