Probably because you waited one more week--
The plan is "Adopt the new plan for [however much more it would've cost
you now if you'd changed last month]", roughly week-divided by how much
more month you've got left.
I upgraded from three to four a year ago (just because I had one of
those four-disk racks from the old days, and they never used to have the
four-out plan) but that was back before the new promotion--I was just
charged the new plan on the next month's bill.
The promotion they've got now is too confusing to work out the math, but
hey, it DID get your attention. :)
