**If you are asking about the Philips DVP5960, it's neither. It's R1
but the region can be changed with a very easy hack done with a few
presses of the remote.

You can search the above site for more examples of DVD players that
can be region-hacked. I have a Philips DVP642, a Magnavox MDV458 and
MDV460. All of them very decently priced and, with all of them, I
changed the region with the remote. Now I can play my European PAL R2
DVDs as well as my Japanese NTSC R2 DVDs. As a personal aside, I
prefer the picture from the Magnavox more than the Philips. However, I
read that the 5XXX series of Philips have different chipsets so
perhaps their performance is improved.
