Actually, you are still.

A 24 fps film strip at a cinema is STILL 24 fps, it is just that the
SAME frame gets shown twice (or thrice even), then the next frame,
etc. So the viewer STILL sees only a 24 FPS MOVie. There is a big
difference between the flicker of a shutter lamp, and the flicker of a
motion picture film strip, which cannot be changed once created.
