The toy department and electronics departments at target had some
camcorders that use MPEG recording to a flash memory, tiny,
lightweight, with an LCD viewfinder, between 60 and 100 bucks. They
seem to have the bolt hole for a tripod screw, so you have a way to
mount them over the lane on a piece of PVC pipe or something, using a
1/4 inch bolt. The quality should meet your minimum requirements, you
can view using the built-in screen or download to computer later for
more detailed anaylsis and archive, away from the water.

At that price they are practically disposable, all-in-one soultion to
your stated needs.
