I think it's the law that the country of manufacture has to be stated on the
package. Mexico seems to have just become the low-price leader for disc
manufacturing.

I've seen that occasionally. Usually there's one digit difference between
the two UPCs. Maybe a special promo UPC, or they may have made a mistake on
the package.
