Do you really need moving-picture VIDEO of empty rooms?
How about still with flash?

Anything big enough to evenly light a large area with continuous
light is going to require significant amounts of power. There are
12V bulb alternatives for many makes/models of traditional
lighting instruments, but not in the price range you are talking
about. Unless you want to DIY build your own or something.
