I am trying to write a small program that converts a voice .wav file
(mono, 22KHz) to an .mp3 file, using LAME 3.96.1.

While I do manage to use the API successfully (i.e. non of the LAME
functions fail), the resulting .mp3 file is clicky and about half the
original speed.

Any idea whether there is a forum where mp3 LAME programmers exchange
ideas and help?

I tried looking at http://lame.sourceforge.net but couldn't find any
such resourse.
