I can still read CDs that I marked with a regular sharpie in 1998. You don't have to worry about the backing on a DVD because the reflective surface is sandwiched in the middle and not on the back as it is on a CD.
I have never used paper labels. Some say that the glue can be a problem. Some say that a label that is not centered can vibrate, which seems possible since a CD can spin at 10,000 RPM.
