A Wikipedia list (probably wildly inaccurate!) of about 30 countries  
that, according to someone's knowledge, rely on subtitles for foreign  
language translations, instead of dubbing:

I can confirm that the Nordic countries (Sweden, Finland, Norway,  
Denmark, Iceland) and the Netherlands belong to that list, but I don't  
know about the others.
