Same reason for that bare-bones "Princess Mononoke" that got everyone upset: 
DVD's hadn't grabbed hold in Japan yet in '99-'00, but Toho didn't want  
every other country to make good looking foreign-region versions of  
their own movies, and have all their customers import the "gaijin" disk  
before they could sell their own native product. 
So, back then, Toho had to hobble the foreign "Destroy" with no  
chapters, menu, subs, or restored print. 
 
Which's one of the same reasons it's taken Sony this long to do the  
vintage GZ's-- 
Except for the new-series movies, which were already guaranteed good  
Tokyo-side releases long before they got to the US, so Sony could do  
whatever it liked.
