What the hell? Safest way? Third party? Are you a fool or what?
Simply turn it off by downloading powertoys from Microsoft's web site
and setting the drives to not autorun. Holding the shift key while
inserting the disc does the same thing.

Third party apps are what got him into trouble initially.
