That argument is pretty bogus. It assumes that one can hear traffic
approaching from behind(which is difficult when you factor in wind noise),
and that one could react quickly enough to avoid an accident. Anyone cycling
on the roads should be using a rear view mirror, anyway. Plus, don't
motorcyclists pretty much cut off their aural inputs, once wind noise,
helmet, and engine noise comes in to play? The only argument against
headphones/earbuds that makes sense that wearing them while cycling is
illegal.
