Download it to a computer that has a DVD burner. That computer should (and
needs to) have installed some sort of DVD authoring program that can import
video files.

The file you download should be a file in some standard format - wmv, mpg,
avi, mov. Make sure the Canadians will supply you a file in a format your
authoring program can import. In the authoring program you import this file,
edit it as desired, and then burn it to a DVD. You should be able to burn it
to an image file (.iso) as well, which will make it easier to make multiple
copies later.

There are so many possible combinations of software that can do this that
it's easier for you to hunt around for someone in your organization that
already has a properly equipped computer with a burner and an Internet
connection. Most of the time, computers with burners already have the
necessary software.
