Connect the NTSC monitor to the analog (input/)output terminals of your
deck or DV camera - _not_ to the "tv-out" connector of your computer.
Keep the deck/camera connected to your computer via a Firewire cable
while editing. Enable the "DV Playback" editing mode in Premiere and set
the playback settings to "Play video on DV hardware". (Search the manual
for those keywords for more information.)
Once you do this, you will get live previews / playback / timeline
scrubbing through your DV deck/camera.
