QVerify puts out this message:
10:38:23 Verify started.
The files have the same SIZE and MODIFIED TIMES!.
10:38:23 Verify completed!
I assume that it actually does compare the contents of the two files
even though the size and mod time are the same.
IOW it is not solely relying on size and mod time to claim the two
files are the same.
The reason I ask is because QVerify is very fast and I expected it to
take a bit longer to do the actual content verification. The file is
an AVI that is 318,148 KB in size.

Government's view of the economy could be summed up in a
few short phrases: If it moves, tax it. If it keeps moving,
regulate it. And if it stops moving, subsidize it.
