Hi all,

When I make a DVD from a Winfast2000H DTVcapture card
the playback from a stand alone DVD player to a 68cm 4:3 TV is about
20% smaller than the TV's screen.
This is, because the 4:3 video is embedded in 16:9 format with left and
right
wide screen parts blacked out. Widescreen of course always has a black strip
along top and bottom, when shown on 4:3 TV. So I have a 2 inch black border
around the original 4:3 image.
If I capture the same transmission from a set top box set to 4:3 format,
then the
resulting DVD displays the same picture full screen.

So has anyone seen or heard of a resampling utility that will convert the
16:9 format
program stream MPEG into a true 4:3 format MPEG?
