Common areas? Do you mean what we refer to as the boulevard between
the sidewalks and the road?

Those are owned by the county, but the individual property owners
have the responsibility to maintain them properly, and can be sued if
someone is hurt on them due to negligence of some kind.

The "common areas" of public and government owned properties are
maintained by the government.

Also, when we pay the kid down the street to cut the grass, they cut
ALL of the grass, weed the yard, and rake it all up. All for $10.
One can't beat that.
