Don't you even know what the term "common area" means?

The common area is that part of a subdivision that is owned by all
homeowners - like the swimming pool.

Wrong again. You can't guess worth a damn.
Inside the subdivision, common areas are owned by the home owners thru
their Home Owners Association. The city maintains the roads but the
HOA maintains sidewalks and common areas. Home owners pay an annual
fee to the HOA to pay for these and other services common to all
residents.
