Digital Television is NTSC content that gets digitized before any

It is digital content. Period. HD is a wide form factor.
Our PBS station here broadcasts (over the air) three channels.

One in standard analog transmission, one in standard form factor
digital, and one in HD. All three have different content showing at
any given time.
Only ONE is HD, and they declare it so. They also declare the 4:3
digital version as "Digital".
