Whether a CRT set overscans is a function of how the CRT height and
width are adjusted. They can overscan or, if adjusted not to, they wont.

BUT .....

The manufacturers are REQUIRED to ship them from the factory so that
with a full-size image, there are no black bars ... it's a regulation
that goes back to round TV picture tubes of the 1950's. Since set
manufacturers can't control the exact position of the CRT raster edges
with single pixel precision (or even single percentage precision), they
normally (pretty much always) overscan slightly as shipped from the
factory. My guess is that your set does overscan, not withstanding your
statement that it does not. I seriously doubt that you have actually
counted all of the 1920x1080 pixels (or even 1280x720).

One problem with not overscanning is that on most sets, if you don't
overscan, you will see the last couple of lines of the vertical blanking
interval on analog transmissions, which contain video test signals.
Should these be visible, they are VERY annoying. Overscan is about the
only way to be sure that they are not seen (they only exist in analog
transmission).
