I've used a "Railcam." Nice, but expensive, and not simple to operate.

Methinks a remote pan and tilt head mounted somewhere up high would be the
simplest solution for the OP. They are installed in city council chambers
all over the USA, and are relatively inexpensive and easy enough to use.
