What is going on in the dark blue area?

Also I have read that to look for a inverted cone with the top chopped
off to tell if you are on a good server.

If I were a good server shouldn't I see those cones on my graph?

I tried this allocating the most bw I could for a primary connection.
My max rate is 5M/512K
