How that I would go about it:
1) Use a program to take a stilll image or images and turn that into an
mpeg file. I use Pinnacle 8 for this, but would recommend that you
look at Ulead, as so many in this group like it and so many have
reported problems with Pinnacle. One can use a black image if no image
is desired.
2) Author with TmpegEnc Author as Ken has suggested. It is $50 with a
30-day trial. Use the video from step 1 and the audio from your
earlier work.
Another good program for working with mpegs like this prior to
authoring is Womble mpeg-vcr. ($50 w/20-day trial). It will demux,
convert your AC-3 audio tp mpa (for editing purposes and getting the
mpeg timing right, then replace the mpa with the AC-3 for the final
authoring with TDA)
I have edited many concert DVDs and films for the music, but have left
the video intact. My first one was with DvdShrink, but had A/V sync
problems. VideoRedo is another good editor for doing this though.
Both MVCR and VRO are frame accurate editors.
