It sure sounds suspicious. At best, it doesn't do very much.
It's part of a family of about twnty "speedup" products: Bittorrent
speedup, Limewire speedup, etc.
It tells you that there still is a website www.winmx.com .
WinMxworld hasn't heard of it.
Judging by the screenshot at
http://www.download-boosters.com/13witb.htm it does 3 things:
Allow autofind at smaller interval than 10 minutes. Easy to do with a
little script that any scriptkiddie can write.
Autoresume downloads. That probably means that it will try to re-queue
if the other guy breaks off. I doubt that it can make the other guy
actually restart a download. They'd be touting this to the hills if it
did.
Autorun WinMx, Start at startup. Hohum.
