Why? It's a service, being provided, to access the internet. What do you
think those letters I S and P mean anyways?

And before you start frothing at the mouth about how you have to pay for
an ISP, or that ISPs have to use some form of wire, do realize that there
are both ISPs that are free, as well as wireless ISP technologies.
