Yes, it is.
Copyright law is very specific when it comes to "fixing" (which is the act
of making a copy) and "distribution", and if you don't own the copyright
for the material that is on that DVD-R, then that copy is illegal...period.
It's possible that you can defend your action of making that copy by
"fair use", but once you enter the "distribution" part, "fair use" almost
never applies.
