The government is not mandating a switch to HDTV. They are mandating a
switch to digital broadcasting. HDTV is just part of the digital
broadcast standard. Stations can choose to broadcast HDTV or not, but
they must broadcast digital. This was in play long before the Bush
administration. Digital broadcasting is much more efficient, allowing
for more data in the same eledctro-magnetic spectrum. Therefore, the
government can move TV broadcasters into a smaller part of the
spectrum, and use the remaining frequencies for emergency
communications or new technologies. It's just progress. Deal with it.
