Looking at the Harmony 880 manual, I doubt if the 880 can do this.
Looking at Logitech's manuals on-line and FAQ's I don't think the 1000
can either, but the manual for the 1000 is very brief.

Also, if I were to use this as my regular remote, I see customers have
compaints that the volume control for a device cannot be re-programmed
to a receiver/amplifier. For instance, the TV volume must be set to
the TV. That seems like a hassle to me.

I am thinking of looking into getting a used PDA and Omni-remote. I
would just use it to program the set-top box to come on and change
channels.
