1: The big-4 record labels do not all speak with one voice. Although
the RIAA often says things that all four support, this isn't always the
case. And words often contradict actions (like how EMI is experimenting
with DRM-free downloads, even though the RIAA is completely opposed to
the concept.)
2: Their communication is one-way. If you disagree with something they
say, sending your comments to the RIAA will not result in those comments
being forwarded to the record labels.
