You can't make a silk purse out of a sow's ear. Don't try it. I routinely redo 320kbps mp3s to 192 VBR and often find evidence they never had the 320kbps originally! Look at this LAME log (input=320kbps) and you'll see what I mean:

Encoding as 44.1 kHz VBR(q=2) j-stereo MPEG-1 Layer III (ca. 7.3x) qval=2

Can't step back 511!
