In the UK, a lot of DVD players and recorders ARE locked (to Region 2 in
this case). However, by entering a few 'magic numbers' via the remote
control, most can be changed to another region, or made region-free.
Some of the really cheap players claim to be 'PAL, Region 2', but will,
in fact, play NTSC and other regions perfectly.

As for computers, DVD drives are also locked to Region 2. This can be
changed a maximum of only four times. However, this restriction can be
bypassed by either by running a 'disabling' program in the background,
or by using one of the video player programs which ignore it.
