Yes.
I wrote most of the software for Linux.

xste subtitle editor to write the subs.
submux-dvd to mux the subs in the stream.
You can cut and paste text from a text file, but you need timing info.
That is why you need a subtitle editor.
xste if frame accurate.
90 minutes of movie is a lot of work to write and translate, well
depends a bit on how much text.
There may also be issues with character sets for some languages.
There may wel be other programs too that work with MS windows,
I once used substation-alpha or something like that in MS win to write subs.
Then decided to write xste to get features I needed.
Of cause your DVD authoring program should support multiple subs too (DVD
supports up to 32 sub channels).
Is not there a MS windows version of dvdauthor?
Dunno if it supports .ssa (substation alpha) sub format.
Else you will need to convert sub formats.
If you do not know what I am on abot just forget the whole idea.
If they try to sell you a 2000$+ program to do it forget it too.
It can all be done for free.
