I don't think "you" can force anything. It's whatever the software and
hardware agree to do. You just have to go along with whatever they decide.

With ImgBurn select the desired write speed under the Device tab. If you set
it to 4x, it should burn at 4x. That's per the instructions in the indirect
reference I gave you:

If you set it to 4x but it burned faster nevertheless, I've never had that
experience. In that case, all I can suggest is to try a different kind of
disc. If you're using +R, try -R. TDK is probably OK, but you might try
something different such as Verbatim or Taiyo Yuden.
Also, if you've used the Litescribe function, restart your computer because
I've read that it can interfere with subsequent disc burnings.
