 The single best source for FREE stock footage is Brewster Kahle's
 site, www.archive.org and the related Perlinger archive.  The
 resources are vast and mostly PD.  However, much of the footage is
 NEAR-broadcast quality,  In many cases, there is no high-resolution
 footage - some of it from 16mm sources that are quite old.  When there
 is better footage available, if that's what you need, it may cost a
 bit.
 
 However, hate to state the obvious, but if you're worrying about
 paying "$25 a pop" to acquire essential footage, you may not be quite
 ready to make your film.  Maybe it would be best to grab a camera and
 shoot the flag outside your local post office....
