Any of the 3 free programs below will tell you if they are PAL or NTSC by
saying Video format = PAL or Video format = NTSC

* MuxMan
* IFOEdit
* DGMPGDec DGIndex

Any of the 2 free programs below will tell you the frames and fields per
second, which you can then extrapolate manually to determine PAL or NTSC
format

* Gspot
* AVIcodec
