OK, a further update to my other replies...

SuperTuxKart is nicely polished, but has a limited "windowed" display,
and only local keyboard control for more than one player.

Now one that I think might be a winner - Vdrift

You'll need to install a library that doesn't come with it, but its
pretty damn good visually, and has a client/server option for network
play :-)

The library can be found in this - SDL-gfx.dll - just copy and paste
it to the Vdrift directory :-)
