All theatrical films are filmed and shown at 24fps, *everywhere* in the
world. Thus, British films are shot in 24fps, even though they know the
film will eventually be sped up for the PAL video releases.

You may be thinking of British TV, which if shot on film are shot at 25fps,
much like US TV shows shot on film are shot at 30fps to sync with the TV
refresh rate. However, even British TV isn't slowed down to 24fps for the
US.
