If he has enough in the account to pay by cheque, he has the money in
the account to do a direct transfer to your account. You could always
tell him to do that :-p

PS: a recent scam I heard about (family member in a finance dept) was
for people to give "their" bank details for payments for insurance /
gym memberships etc, but "mistakenly" use the council tax account no.
/ sort code...
