Then they are both PVRs.

A PVR doesnt have to be HDD. The level of sofistication of the EPG
isnt really relevant. It has one and allows you to make personal video
records from TV schedules.

At least that is my understanding.

I suppose if you have a DVD-r burner, and a tuner card in a PC, that
becomes a PVR if thats what you are using it for!
