It is a well know problem with ANY type optical disks.
I had the same with TDK CDs many years ago.
Went back to the shop, even had them unpack a new box and yes the spots were there too.
Got Sony disks in return, those were OK.
Look at the media code (if possible).
I know at least one on line shop that publishes media code with all CDs and DVDs,
so you can see if it was a bad batch or manufacturer.
