At least while you're a newer member. Seems to me that
once you've been a NetFlix member for a while, they figure
you ain't going nowhere and they can slack off on turnaround
times.

When I first signed up I would mail back DVDs (from Detroit
to Lansing) on Mon and get the next batch by Wed, then I
started getting them by Thur and then by Fri and finally,
I was getting back 1-2 DVDs on Fri and 1-2 on Sat (with
the 3-out plan).

Now this wasn't necessary that big of a problem but I found
that the TV series DVD sets (like the "Sopranos") are very
heavily watched and I was getting more and more trashed DVDs
that needed to be exchanged, (either partially watched or
completely unwatchable) which delayed the turn-around time
even more.

As long as I could get (and watch) three DVDs per week, it
was cheaper then the local mom & pop joint down the street
but with the longer turn-around times and increased number
of trashed DVD's, I wasn't saving anything and ended up
canceling my membership to NetFlix.
