'PAL' and 'NTSC' have nothing to do with regions. If your player says
'Incorrect region', then either the disc is not region free, but is in
fact restricted to a region or regions not enabled, or the player is
getting confused, and giving an incorrect error message. Any video
DVD, PAL or NTSC, can have any, any combination or all regions
enabled. It is also theoretically possible to create a disc with no
regions enabled, though it would be a pretty pointless exercise,
except possibly for testing purposes.

Most pc DVD playing software will report the regions actually enabled
on the disc somewhere, though you may have to search a bit to find it.
