What does "hooked up to tv" mean? Does that mean that you
are trying to record from commercial television (channel 2, etc.)
with your DVR? Or does "hooked up to tv" mean that you are
viewing the output of the DVR on some sort of TV screen?

My immediate thought was that if these are security cameras,
the "bubbles" are condensation on the lens or on the glass
in front of the lens, and the "bugs flying around" are actually
real bugs flying around (perhaps attracted to a light source?)

If you are having a problem with condensation and bugs,
neither of these are really video questions and you may find
better answers in other places.

But if these really are some sort of video phenomenon,
you will likely need to post a still-frame (or short clip of
video) online somewhere where we can see it.
