That’s partially true.
If the clipping was caused by the MP3 encoding process, then the peaks
will actually be recovered when you lower the gain. This is because
unlike CDDA and your soundcard’s DAC, an MP3 stream can have samples
louder than 0dB.
But if the clipping was introduced before MP3 encoding (e.g. a “hot”
recording or a badly mastered CD) then it can’t be undone because the
samples really are clipped rather than simply being higher than 0dB.
