If you have a recent version of the Windows operating system you can
use Microsoft's Outlook Express to access these usenet groups. I have
it but I don't use it so I can't tell you what you need to do. There
are other and much better news readers available.

You need to get a list of all these news groups from your ISP.
However, you will not be satisfied using your ISP for downloading
messages/binaries from your ISP. You will not see everything out
there and what you do see will probably be incomplete. You would be
better off paying for a premium service.
