Wrong!! It's the bitrate that gets lowered, not the resolution.
For example, here they are for the Sony DCRDVD108.
Movie Quality:
SD HQ (Average: 9Mbps): VBR;
SD SP (Average: 6Mbps);
SD LP (Average: 3Mbps): VBR
