Yes, there are numerous tag editors that will allow folder creation by
using tags. Tag&Rename is one.

But why would you want to? IMO, it is much easier to use an MP3
database program that will let you find any file using any criteria in
a heartbeat. Much easier than drilling down through a bunch of
directories. Using such, I find it handy to just dump 700 MB of files
into each directory; said directory contains the same files as its
backup CD.
