Your blanket assessment has no basis in fact.
If it is indeed in a shit motherboard, and say has an old 3Mb/s hard
drive on it, then the swaps alone will drag it down.

You are uninformed and cannot make your claim with any hope of having
it be deemed valid.
Whereas, since his hardware barely is able to cut the mustard, and he
didn't mention his motherboard, or hard drive gear, MY claim is more
likely to be true than yours ever could be.
For all you know, his W2k set up is in damned slow mode due to a very
poorly maintained hard drive. He could also be very close to being out
of hard drive space, which will also cause the system to hiccup.
