Most of the Phillips DVD players do both PAL and NTSC and can
be hacked to be region free. That's what I use.

Another way is to use your PC. You can use DVDShrink to import the
DVD. Then use Nero (NVE) to convert to PAL or NTSC, whichever you want,
and then Nero to burn a REGION=0 disk.
